2nd Open Enrollment Period

November 15-February 15

The Affordable Care Act (ACA) is working in terms of access, affordability and quality.  There are 10.3 million more people with coverage in 2014.  And last year, during the initial enrollment period, nearly 7 out of 10 people who selected a plan with tax credits found coverage for less than a $100 a month. The second open enrollment period for the Health Insurance Marketplace begins Nov. 15, 2014, and runs through Feb. 15, 2015. During this time, all consumers shopping for health insurance coverage for 2015— even those who currently have coverage through the Marketplace — should enroll or re-enroll between November 15 and December 15 in order to have coverage effective on Jan. 1, 2015. Following are strategies to help you increase access to affordable, quality health coverage to underserved individuals in your communities.

Become a Certified Application Counselor

The Certified Application Counselor (CAC) program provides a pathway for Urban Leagues and individuals to receive training and become certified to enroll people in the Health Insurance Marketplace. Once you become a CAC organization, you can recruit volunteers to serve as individual CACs, identify other community partnerships, and plan enrollment events. Become a Champion for Coverage

Champions for Coverage educate people in their community about the health care law and receive invitations to conference calls and webinars. If you're interested in being publicly recognized as an official “Champion for Coverage,” fill out the online form. Partner with local navigators.

Urban League affiliates can partner with navigators to support local enrollment and outreach activities in many important ways, including:

  1. Providing space for enrollment sessions or fairs, computers so people can check out the Marketplace online, and educational support.
  2. Promote and market local enrollment events in your area through your networks
  3. Participate in public service announcements through radio, social media and other media outlets to encourage consumers to attend local enrollment events.

Spread the Word

Urban League affiliates can educate consumers about the marketplace using the following tools:

  1. Share the official Health Marketplace resources with your clients: HealthCare.gov and CuidadoDeSalud.gov and the 24/7 Consumer Call Center: 1-800-318-2596. Translation services are available. The call is free.  Consumers can also find in person assistance at: Localhelp.healthcare.gov.
  2. Share information through your existing scheduled communications, group email list, newsletters, and direct mailings.
  3. Post the HealthCare.gov and/or CuidadoDeSalud.gov widgets on your website.
  4. Hang a sign at your agency and/or give out to colleagues and consumers about the Marketplace.
  5. Host a conference call, webinar, or another educational event about the Marketplace.
  6. Have your staff/members learn about the Marketplace in educational sessions.
  7. Leave an “on-hold” message on your organization’s phone system with a recording about where to find in-person help applying for coverage.
  8. Add information about enrollment services to email signatures
  9. Post information about enrollment services via social media channels

Become a Surrogate:

  1. Participate in local press conferences
  2. Take on interviews
  3. Participate in public service announcements through radio, social media and other media outlets to encourage consumers to attend local enrollment events.

Usage Notes:

  • There are two categories of social media content in this document. The first list is of general tweets and Facebook updates can be used at any time. The second list includes date-specific social media that should be utilized for important deadlines, holidays and the final week of open enrollment. You can utilize the Table of Contents (Ctl+click) or view in Navigation pane to go to specific sections of the document.
  • There are two types of individuals that will be enrolling for health care using exchanges this year—those with coverage (for renewal or to change coverage) and those that are enrolling for the first time. We’ve organized our general tweets and updates into #GetCovered and #StayCovered to ensure that both types of individuals are informed of their options.
  • We recommend that users send out multiple tweets (both #GetCovered and #StayCovered content) via Twitter each day, and post Facebook updates periodically.
  • We suggest that you use Tweetdeck, Hootsuite, Buffer or another social media manager to schedule tweets between 12-2PM (unless otherwise specified) and send Facebook updates anytime. That way you don’t have to manually send tweets or updates.
  • Please tweak the content as you see fit. For example, in California you may want to provide a link to the local state exchange not healthcare.gov.
